Founders

A seasoned macroeconomist, Boileau LOKO spent 25 years at the International Monetary Fund (IMF), including 15 years in senior leadership positions. He notably served as a member of the leadership team in the Strategy, Policy, and Review Department, where he oversaw macroeconomic policy recommendations for a wide range of advanced and emerging economies. He played a key role in formulating and implementing policies to strengthen debt sustainability, governance, and inclusion, including in fragile and conflict-affected states. Throughout his tenure, he also held several prominent roles, including Assistant Director, Division Chief, Mission Chief, and Resident Representative. The author of numerous publications on debt, fintech, productivity, and the macroeconomic impacts of natural disasters, he holds a PhD in Macroeconomics and Economic Modeling and a postgraduate diploma (DESS) in Project Analysis from CERDI (France).

Qualified Chartered Accountant, Gérard FANOU has over 22 years of professional experience acquired within leading international audit firms (Deloitte and PwC) in France and across Africa. He specializes in advising organizations and conducting financial auditing in the banking and industrial sectors, as well as in private equity and mutual investment funds. Before founding NATRAY Consulting Gabon, a firm specializing in consulting for banks, financial institutions, and public entities, He led the Advisory department at PwC Gabon. Over the years, He has assisted several governments and institutions in fundraising initiatives, public finance reform, project management, implementation of banking information systems, regulatory compliance, and restructuring. He is a member of the Order of Chartered Accountants of Paris, BENIN, and GABON.
